The roadmap concludes that lasting national progress cannot be achieved through political or economic reform alone. It requires broad societal consensus, a renewed Social Contract between citizens and the State, and a shared commitment to moral responsibility and national renewal.
It proposes an independent National Council for the Memory of Sudan, with strategic partnerships with UNESCO, WIPO, the International Archives Organization, and specialized university archives. Protecting historical records safeguards the rights of the state, society, and future generations, and supports research, good governance, legal accountability, sound planning, and national reconciliation.
